&lt;p&gt;&lt;strong&gt;&lt;em&gt;O Sindicato dos Professores do Norte (SPN) participou, solidariamente, numa a&amp;ccedil;&amp;atilde;o de protesto do Sindicato dos Trabalhadores do Com&amp;eacute;rcio, Escrit&amp;oacute;rios e Servi&amp;ccedil;os de Portugal (CESP). A a&amp;ccedil;&amp;atilde;o decorreu junto ao supermercado ALDI de Ramalde, no Porto (10/abr). Em causa est&amp;aacute; a transfer&amp;ecirc;ncia de um jovem trabalhador, estudante universit&amp;aacute;rio, de Lisboa para o Porto, sem o seu acordo. &lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Para o SPN, a decis&amp;atilde;o da empresa, que altera profundamente a situa&amp;ccedil;&amp;atilde;o do trabalhador &amp;mdash; impedindo-o de conciliar o trabalho com&amp;nbsp;os estudos&amp;nbsp;e a vida pessoal &amp;mdash;, merece rep&amp;uacute;dio por diversas raz&amp;otilde;es:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;o jovem trabalhador denuncia que a decis&amp;atilde;o se prendeu com o facto de ser sindicalizado no CESP e teve como objetivo a sua demiss&amp;atilde;o;&lt;/li&gt;
&lt;li&gt;&amp;eacute; uma transfer&amp;ecirc;ncia imposta &amp;mdash; para uma dist&amp;acirc;ncia superior a 300 km &amp;mdash;, injustificada e n&amp;atilde;o observa os m&amp;iacute;nimos do respeito nas rela&amp;ccedil;&amp;otilde;es laborais;&lt;/li&gt;
&lt;li&gt;o trabalhador denuncia que, desde que chegou ao Porto, continua a ser sujeito a press&amp;otilde;es e intimida&amp;ccedil;&amp;otilde;es;&lt;/li&gt;
&lt;li&gt;tratando-se de um estudante, a organiza&amp;ccedil;&amp;atilde;o do seu servi&amp;ccedil;o mereceria um cuidado especial, enquanto situa&amp;ccedil;&amp;atilde;o protegida constitucionalmente, ao contr&amp;aacute;rio do que se verificou: a decis&amp;atilde;o da empresa colocou o trabalhador na necessidade de escolher entre manter o trabalho ou prosseguir os seus estudos.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Num quadro social de aumento do abandono dos estudos por raz&amp;otilde;es econ&amp;oacute;micas, que leva &amp;agrave; reprodu&amp;ccedil;&amp;atilde;o de desigualdades de classe no acesso &amp;agrave; educa&amp;ccedil;&amp;atilde;o, esta atitude &amp;eacute; particularmente grave. Quem se v&amp;ecirc; na necessidade de trabalhar para pagar as despesas escolares, dificilmente poder&amp;aacute; suportar a frequ&amp;ecirc;ncia de aulas e os custos acrescidos das desloca&amp;ccedil;&amp;otilde;es e do alojamento.&lt;/p&gt;
&lt;p&gt;Vivemos tempos que exigem contrariar retrocessos civilizacionais como &amp;eacute; o caso desta desconsidera&amp;ccedil;&amp;atilde;o pelo esfor&amp;ccedil;o de quem trabalha por alcan&amp;ccedil;ar um n&amp;iacute;vel de escolaridade al&amp;eacute;m do obrigat&amp;oacute;rio e do qual todos beneficiaremos como sociedade.&lt;/p&gt;
&lt;p&gt;Em solidariedade com o trabalhador deslocado e em defesa do direito &amp;agrave; Educa&amp;ccedil;&amp;atilde;o consagrado na Constitui&amp;ccedil;&amp;atilde;o da Rep&amp;uacute;blica Portuguesa, cujos 50 anos estamos a assinalar, o SPN apela &amp;agrave; revers&amp;atilde;o da transfer&amp;ecirc;ncia por parte da empresa.&lt;/p&gt;

Promovida pela Frente Comum de Sindicatos da Administra&amp;ccedil;&amp;atilde;o P&amp;uacute;blica, os presentes lembraram a Constitui&amp;ccedil;&amp;atilde;o da Rep&amp;uacute;blica Portuguesa, que preconiza que &amp;ldquo;todos t&amp;ecirc;m direito &amp;agrave; prote&amp;ccedil;&amp;atilde;o da sa&amp;uacute;de e o dever de a defender e promover&amp;rdquo; (artigo 64.&amp;ordm;). &lt;p&gt;&lt;strong&gt;&lt;em&gt;Num ano marcado pelo aumento significativo de hor&amp;aacute;rios e de horas atribu&amp;iacute;das em contrata&amp;ccedil;&amp;atilde;o de escola,&amp;nbsp;o Minist&amp;eacute;rio da Educa&amp;ccedil;&amp;atilde;o, Ci&amp;ecirc;ncia e Inova&amp;ccedil;&amp;atilde;o (MECI) abre um n&amp;uacute;mero de vagas inferior ao do ano letivo anterior.&amp;nbsp;O ministro da Educa&amp;ccedil;&amp;atilde;o tem de dar explica&amp;ccedil;&amp;otilde;es sobre esta diminui&amp;ccedil;&amp;atilde;o.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;span style="color: #800000;"&gt;&lt;strong&gt;Do aviso de abertura&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Do aviso de abertura dos concursos interno e externo (1 a 13/abr), destaca-se uma novidade relativamente ao que vem sucedendo nos &amp;uacute;ltimos largos anos &amp;mdash; a possibilidade de candidatura ao concurso externo por parte de estudantes que ainda se encontrem a frequentar mestrados em ensino &amp;agrave; data da candidatura, sendo admitidos de forma condicional, solu&amp;ccedil;&amp;atilde;o defendida pela Fenprof, mas que, no entanto, n&amp;atilde;o est&amp;aacute; expressamente prevista na legisla&amp;ccedil;&amp;atilde;o em vigor.&lt;/p&gt;
&lt;p&gt;&lt;span style="color: #800000;"&gt;&lt;strong&gt;Da portaria das vagas&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Foram publicadas as vagas relativas aos concursos interno e externo de docentes, totalizando 8465 vagas, das quais 4626 correspondem a QA/QE e 3839 a QZP. O n&amp;uacute;mero representa uma redu&amp;ccedil;&amp;atilde;o expressiva face ao concurso do ano letivo anterior, que registou 11&amp;nbsp;482 vagas, correspondendo a uma diminui&amp;ccedil;&amp;atilde;o de 28% (redu&amp;ccedil;&amp;atilde;o superior a 3000 vagas). Em rela&amp;ccedil;&amp;atilde;o &amp;agrave; contabiliza&amp;ccedil;&amp;atilde;o de vagas, normalmente n&amp;atilde;o s&amp;atilde;o tidas em considera&amp;ccedil;&amp;atilde;o as redu&amp;ccedil;&amp;otilde;es da componente letiva, nem situa&amp;ccedil;&amp;otilde;es como a de docentes com redu&amp;ccedil;&amp;atilde;o por doen&amp;ccedil;a, entre outras. Esta incorreta contabiliza&amp;ccedil;&amp;atilde;o conduz a que algumas escolas indiquem vagas negativas, o que n&amp;atilde;o corresponde &amp;agrave; realidade. Consequentemente, num contexto de escassez de professores, tal, permite ao ministro da educa&amp;ccedil;&amp;atilde;o afirmar, de forma surpreendente, que existem escolas com professores em excesso.&lt;/p&gt;
&lt;p&gt;Da an&amp;aacute;lise da portaria das vagas, destaca-se:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;s&amp;atilde;o abertas 4626 vagas para QA/QE (5433, em 2025), o que corresponde a uma diminui&amp;ccedil;&amp;atilde;o de 15%;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;cont&amp;eacute;m 2594 vagas negativas (4729, em 2025), o que significa que, ocorrendo a sa&amp;iacute;da de docentes dos QA/QE dos grupos de recrutamento com vagas negativas (por mobilidade ou aposenta&amp;ccedil;&amp;atilde;o), a vaga ser&amp;aacute; extinta;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;o saldo entre vagas positivas e negativas &amp;eacute; de 2032 vagas;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;existem 3839 vagas de QZP (5623, em 2025), correspondendo a uma redu&amp;ccedil;&amp;atilde;o de 32 %. Apesar da manuten&amp;ccedil;&amp;atilde;o do n&amp;uacute;mero global, importa referir que a maioria destas vagas corresponde a mecanismos previstos no DL32-A/2023, nomeadamente norma-trav&amp;atilde;o (NT) e vincula&amp;ccedil;&amp;atilde;o din&amp;acirc;mica (VD);&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;o QZP 9 (Gondomar, Maia, Matosinhos, Paredes, Porto, P&amp;oacute;voa de Varzim, Santo Tirso, Trofa, Valongo, Vila do Conde e Vila Nova de Gaia), com 687 vagas, continua a concentrar o maior n&amp;uacute;mero de vagas de QZP;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;o QZP 45 (Amadora, Cascais, Lisboa, Loures, Odivelas, Oeiras, Sintra e Vila Franca de Xira) apresenta 316 vagas, n&amp;uacute;mero que ficar&amp;aacute; muito aqu&amp;eacute;m das reais necessidades, tendo em conta os cerca de 7000 hor&amp;aacute;rios solicitados em contrata&amp;ccedil;&amp;atilde;o de escola desde o in&amp;iacute;cio do ano letivo;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;o grupo de recrutamento 110 (1.&amp;ordm; CEB) apresenta 671 vagas negativas de QA/QE, 155 das quais no QZP 45, apesar de ser o grupo com maior n&amp;uacute;mero de hor&amp;aacute;rios em contrata&amp;ccedil;&amp;atilde;o de escola e um dos mais afetados pela escassez de docentes;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;v&amp;aacute;rios AE/EnA apresentam n&amp;uacute;meros elevados de vagas negativas, alguns na ordem das dezenas, como o Agrupamento de Escolas de Vale de Milha&amp;ccedil;os (Seixal) e o Agrupamento de Escolas Frei Gon&amp;ccedil;alo de Azevedo (Cascais), ambos com 59 vagas negativas;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;o grupo de recrutamento 300 (Portugu&amp;ecirc;s) &amp;eacute; o que apresenta maior n&amp;uacute;mero de vagas positivas de QA/QE (568);&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;o grupo de recrutamento 530 (Educa&amp;ccedil;&amp;atilde;o Tecnol&amp;oacute;gica) deixou de ter vagas identificadas por &amp;aacute;reas espec&amp;iacute;ficas, contrariando o disposto no artigo 56.&amp;ordm;, do DL32-A/2023.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;span style="color: #800000;"&gt;&lt;strong&gt;&amp;Uacute;ltimo concurso no modelo atual?&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Na reuni&amp;atilde;o realizada a 25 de mar&amp;ccedil;o de 2026, o ministro da Educa&amp;ccedil;&amp;atilde;o indicou que este poder&amp;aacute; ser um dos &amp;uacute;ltimos concursos nacionais estruturados segundo o modelo atual, considerado moroso, ineficiente, complexo e excessivamente r&amp;iacute;gido. No &amp;acirc;mbito das altera&amp;ccedil;&amp;otilde;es em estudo, foi sinalizada a inten&amp;ccedil;&amp;atilde;o de proceder a uma reforma estrutural do regime de concursos, que poder&amp;aacute; incluir:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;a identifica&amp;ccedil;&amp;atilde;o de vagas atrav&amp;eacute;s de sistemas de intelig&amp;ecirc;ncia artificial, com base em proje&amp;ccedil;&amp;otilde;es de aposenta&amp;ccedil;&amp;otilde;es e outras necessidades do sistema educativo;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;a realiza&amp;ccedil;&amp;atilde;o anual do concurso interno, em janeiro, destinado a suprir necessidades permanentes, funcionando simultaneamente como mecanismo de mobilidade interna, para mudan&amp;ccedil;a de quadro;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;a extin&amp;ccedil;&amp;atilde;o de instrumentos como a atual mobilidade interna, a contrata&amp;ccedil;&amp;atilde;o inicial, as reservas de recrutamento e as contrata&amp;ccedil;&amp;otilde;es de escola;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;a cria&amp;ccedil;&amp;atilde;o de &amp;ldquo;bolsas&amp;rdquo; de candidatos para efeitos de coloca&amp;ccedil;&amp;atilde;o;&lt;/li&gt;

&lt;li&gt;a garantia de que nenhum docente profissionalizado ser&amp;aacute; ultrapassado por candidatos com mera forma&amp;ccedil;&amp;atilde;o cient&amp;iacute;fica, n&amp;atilde;o tendo, contudo, sido clarificado o mecanismo que assegurar&amp;aacute; esse princ&amp;iacute;pio.&lt;/li&gt;

Do ponto de vista t&amp;eacute;cnico, foi anunciado o desenvolvimento de uma ferramenta baseada em intelig&amp;ecirc;ncia artificial, sustentada em cerca de 500 perguntas frequentes, com o objetivo de uniformizar respostas e apoiar os&amp;nbsp;docentes. Em paralelo, foram apresentados dados atualizados sobre o processamento das tranches da recupera&amp;ccedil;&amp;atilde;o integral do tempo de servi&amp;ccedil;o, os quais evidenciam ainda um volume significativo de situa&amp;ccedil;&amp;otilde;es pendentes ou por validar.&lt;/p&gt;
&lt;p&gt;Entre os principais esclarecimentos, destaca-se a confirma&amp;ccedil;&amp;atilde;o de que as regras especiais de progress&amp;atilde;o se manter&amp;atilde;o para al&amp;eacute;m de julho de 2027, sempre que exista tempo recuperado por utilizar. Foi, igualmente, garantida a possibilidade de utiliza&amp;ccedil;&amp;atilde;o de horas de forma&amp;ccedil;&amp;atilde;o remanescentes para efeitos reposicionamento, bem como alguma flexibilidade na avalia&amp;ccedil;&amp;atilde;o do desempenho docente em situa&amp;ccedil;&amp;otilde;es espec&amp;iacute;ficas, designadamente em casos de doen&amp;ccedil;a.&lt;/p&gt;
&lt;p&gt;Apesar destes avan&amp;ccedil;os, subsistem problemas relevantes. Desde logo, registam-se atrasos na valida&amp;ccedil;&amp;atilde;o de dados por parte de alguns agrupamentos, o que tem exigido interven&amp;ccedil;&amp;otilde;es da tutela. Em determinados casos, docentes reposicionados podem, temporariamente, auferir menos do que colegas contratados com igual tempo de servi&amp;ccedil;o, em virtude da&amp;nbsp;&amp;agrave;&amp;nbsp;obrigatoriedade de perman&amp;ecirc;ncia de 365 dias no escal&amp;atilde;o. Acresce que o tempo sobrante do reposicionamento n&amp;atilde;o &amp;eacute; contabilizado para esse per&amp;iacute;odo m&amp;iacute;nimo, agravando a distor&amp;ccedil;&amp;atilde;o.&lt;/p&gt;
&lt;p&gt;A AGSE reconheceu ainda atrasos na resposta a recursos hier&amp;aacute;rquicos e n&amp;atilde;o apresentou solu&amp;ccedil;&amp;atilde;o para a aplica&amp;ccedil;&amp;atilde;o do regime a docentes em fun&amp;ccedil;&amp;otilde;es noutros minist&amp;eacute;rios, remetendo, na pr&amp;aacute;tica, esta quest&amp;atilde;o para decis&amp;atilde;o pol&amp;iacute;tica. Outros temas, como a certifica&amp;ccedil;&amp;atilde;o de tempo de servi&amp;ccedil;o em institui&amp;ccedil;&amp;otilde;es particulares ou o acesso &amp;agrave; profissionaliza&amp;ccedil;&amp;atilde;o, permanecem envoltos em incerteza, apesar de garantias de que o Minist&amp;eacute;rio se encontra a trabalhar nessas mat&amp;eacute;rias.&lt;/p&gt;
&lt;p&gt;Em s&amp;iacute;ntese, a reuni&amp;atilde;o confirmou alguns avan&amp;ccedil;os operacionais, mas exp&amp;ocirc;s fragilidades estruturais e desigualdades que exigem corre&amp;ccedil;&amp;atilde;o urgente. &lt;p&gt;Na resolu&amp;ccedil;&amp;atilde;o, l&amp;ecirc;-se que 21 de mar&amp;ccedil;o &amp;eacute; uma data que &amp;ldquo;convida a celebrar a diversidade, a inclus&amp;atilde;o e o valor &amp;uacute;nico de cada pessoa, reconhecendo &amp;agrave;s pessoas com trissomia 21, a sua for&amp;ccedil;a, autenticidade e contributo indispens&amp;aacute;vel para uma sociedade mais humana e justa&amp;rdquo;. uma data que constitui um momento de reflex&amp;atilde;o, mas tamb&amp;eacute;m de afirma&amp;ccedil;&amp;atilde;o de direitos. Para a Fenprof, a &amp;ldquo;Escola P&amp;uacute;blica tem a responsabilidade de garantir que todas as crian&amp;ccedil;as e jovens, independentemente das suas caracter&amp;iacute;sticas, tenham acesso a uma educa&amp;ccedil;&amp;atilde;o de qualidade e, consequentemente, ao sucesso escolar em condi&amp;ccedil;&amp;otilde;es de plena igualdade e respeito pela sua individualidade&amp;rdquo;. &lt;p&gt;Em declara&amp;ccedil;&amp;atilde;o aprovada pelo CN, a Fenprof expressa a &amp;ldquo;firme solidariedade para com todas as institui&amp;ccedil;&amp;otilde;es cubanas, os educadores, os docentes, investigadores, estudantes e restantes trabalhadores dos diferentes n&amp;iacute;veis de ensino e educa&amp;ccedil;&amp;atilde;o, que enfrentam h&amp;aacute; muitos anos um conjunto de dificuldades particularmente gravosas&amp;rdquo;. Em Cuba, as institui&amp;ccedil;&amp;otilde;es educativas &amp;ldquo;atravessam um per&amp;iacute;odo de forte constrangimento, marcado por uma profunda crise econ&amp;oacute;mica e por d&amp;eacute;fices energ&amp;eacute;ticos que comprometem o regular funcionamento das atividades letivas, cient&amp;iacute;ficas e administrativas&amp;rdquo;. Pode-se ler, ainda, que &amp;ldquo;a recorr&amp;ecirc;ncia de apag&amp;otilde;es tem obrigado &amp;agrave; suspens&amp;atilde;o de aulas e &amp;agrave; reorganiza&amp;ccedil;&amp;atilde;o dos calend&amp;aacute;rios escolares, afetando de forma direta o direito &amp;agrave; educa&amp;ccedil;&amp;atilde;o e &amp;agrave; produ&amp;ccedil;&amp;atilde;o de conhecimento&amp;rdquo;. E a estas limita&amp;ccedil;&amp;otilde;es acrescem &amp;ldquo;a escassez de materiais essenciais, as dificuldades na manuten&amp;ccedil;&amp;atilde;o de infraestruturas, os constrangimentos ao acesso a tecnologias e a persist&amp;ecirc;ncia de falhas de conectividade, de energia el&amp;eacute;trica e os cortes de &amp;aacute;gua, fatores que agravam as condi&amp;ccedil;&amp;otilde;es de trabalho e de aprendizagem&amp;rdquo;, a que se junta o &amp;ldquo;impacto severo das condi&amp;ccedil;&amp;otilde;es econ&amp;oacute;micas sobre o corpo docente&amp;rdquo;.&lt;/p&gt;
&lt;p&gt;A Federa&amp;ccedil;&amp;atilde;o sublinha que estas dificuldades t&amp;ecirc;m como causa profunda o bloqueio econ&amp;oacute;mico imposto pelos Estados Unidos, o qual constitui o principal obst&amp;aacute;culo ao desenvolvimento do pa&amp;iacute;s e ao normal funcionamento das suas institui&amp;ccedil;&amp;otilde;es. E reitera, por isso, &amp;ldquo;a sua condena&amp;ccedil;&amp;atilde;o deste bloqueio, que considera injusto e penalizador para o povo cubano, tal como a decis&amp;atilde;o de ter sido considerado um Estado patrocinador do terrorismo&amp;rdquo;. N&amp;atilde;o obstante este contexto adverso, a Fenprof reconhece &amp;ldquo;o papel central do sistema educativo cubano enquanto pilar social e exemplo de compromisso com uma educa&amp;ccedil;&amp;atilde;o p&amp;uacute;blica, gratuita e de qualidade, bem como a sua relevante contribui&amp;ccedil;&amp;atilde;o nas &amp;aacute;reas cient&amp;iacute;fica e acad&amp;eacute;mica, que partilha solidariamente com o resto do mundo&amp;rdquo;.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Na declara&amp;ccedil;&amp;atilde;o de apoio e de solidariedade, pode-se ler que, face &amp;agrave; situa&amp;ccedil;&amp;atilde;o atual, a Fenprof:&lt;/strong&gt;&lt;/p&gt;

Pretexto para abordar os desafios atuais e futuros da profiss&amp;atilde;o docente, bem como sobre as pol&amp;iacute;ticas necess&amp;aacute;rias para valorizar, apoiar e refor&amp;ccedil;ar o papel dos professores nos sistemas educativos.&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt;
