&lt;p&gt;&lt;strong&gt;&lt;em&gt;Para a Fenprof, a derrota do pacote laboral em sede parlamentar constituiu uma importante vit&amp;oacute;ria dos trabalhadores, alcan&amp;ccedil;ada atrav&amp;eacute;s de uma luta que acrescentou mobiliza&amp;ccedil;&amp;atilde;o, mas que tamb&amp;eacute;m permitiu o esclarecimento sobre as altera&amp;ccedil;&amp;otilde;es que o governo pretendia fazer. No que respeita ao ritmo negocial que vem sendo impresso &amp;agrave; revis&amp;atilde;o do ECD &amp;mdash; um ano letivo, onze reuni&amp;otilde;es e nem dois temas conclu&amp;iacute;dos, de um total de sete &amp;mdash; &amp;eacute; inaceit&amp;aacute;vel!&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;A tentativa de levar ao parlamento uma proposta que n&amp;atilde;o encontrava apoio na maioria dos portugueses esbarrou, depois, na oposi&amp;ccedil;&amp;atilde;o que vinha j&amp;aacute; sendo assinalada &amp;agrave; esquerda do espectro pol&amp;iacute;tico, mas que, com a luta corajosa e a persist&amp;ecirc;ncia com que os trabalhadores enfrentaram o ataque do governo aos seus direitos, obrigou mesmo aqueles que estavam dispostos a dar a m&amp;atilde;o ao governo a recuar nesta inten&amp;ccedil;&amp;atilde;o. Foi mesmo a luta ao longo de onze meses que criou condi&amp;ccedil;&amp;otilde;es para este desfecho.&lt;/p&gt;
&lt;p&gt;A Federa&amp;ccedil;&amp;atilde;o assinala que os docentes e investigadores, do setor p&amp;uacute;blico e do setor privado, deram um importante contributo para a derrota da proposta do governo e das confedera&amp;ccedil;&amp;otilde;es patronais. Tamb&amp;eacute;m eles foram apurando a consci&amp;ecirc;ncia das inusitadas amea&amp;ccedil;as que o pacote laboral comportava. As garantias, designadamente do ministro da Educa&amp;ccedil;&amp;atilde;o, de que as altera&amp;ccedil;&amp;otilde;es laborais n&amp;atilde;o diziam respeito aos docentes n&amp;atilde;o convenceram &amp;mdash; e bem! &amp;mdash; os docentes e investigadores, tratando-se de um evidente embuste. A conclus&amp;atilde;o que o governo deve retirar &amp;eacute; que impor aos trabalhadores algo que eles claramente rejeitam n&amp;atilde;o &amp;eacute; caminho. A obriga&amp;ccedil;&amp;atilde;o do governo &amp;eacute; resolver os problemas dos cidad&amp;atilde;os e n&amp;atilde;o criar outros ainda mais graves, como, manifestamente, era o caso do pacote laboral. Tamb&amp;eacute;m Fernando Alexandre deve perceber a obriga&amp;ccedil;&amp;atilde;o governativa de resolver e n&amp;atilde;o de criar problemas. &amp;Eacute; isso que se espera da reuni&amp;atilde;o negocial convocada para 26 de junho (16h30), no &amp;acirc;mbito do processo de revis&amp;atilde;o do Estatuto da Carreira Docente (ECD), sobre o tema 2 do protocolo negocial e, em particular, ao modelo de recrutamento e coloca&amp;ccedil;&amp;atilde;o de docentes.&lt;/p&gt;
&lt;p&gt;O ritmo negocial que vem sendo impresso &amp;agrave; revis&amp;atilde;o do ECD &amp;mdash; um ano letivo, onze reuni&amp;otilde;es e nem dois de sete temas conclu&amp;iacute;dos &amp;mdash; &amp;eacute; inaceit&amp;aacute;vel! Pelo andamento, a legislatura n&amp;atilde;o ser&amp;aacute; suficiente para concluir o processo de revis&amp;atilde;o do ECD! N&amp;atilde;o se resolve o problema da revis&amp;atilde;o do ECD que devia ser urgente, instrumento fundamental da valoriza&amp;ccedil;&amp;atilde;o que falta para contrariar o desinteresse pela profiss&amp;atilde;o e, a partir da&amp;iacute;, combater a falta de professores. O pr&amp;oacute;prio ministro da Educa&amp;ccedil;&amp;atilde;o considerava quest&amp;atilde;o estrutural, mas tal n&amp;atilde;o se tem traduzido nas negocia&amp;ccedil;&amp;otilde;es, quer pela natureza das propostas vindas do governo, quer pelo ritmo em que o Minist&amp;eacute;rio da Educa&amp;ccedil;&amp;atilde;o, Ci&amp;ecirc;ncia e Inova&amp;ccedil;&amp;atilde;o (MECI) atolou o processo. &amp;Eacute; caso para dizer que o pacote laboral foi derrotado e a revis&amp;atilde;o do ECD continua atolada na intencional inoper&amp;acirc;ncia do MECI/governo&lt;strong&gt;. &lt;/strong&gt;As duvidosas medidas avulsas que tem vindo a adotar est&amp;atilde;o no limite das suas potencialidades e comprovam a incapacidade para resolver, efetivamente, os problemas que afetam o sistema educativo e a profiss&amp;atilde;o docente.&lt;/p&gt;

&lt;p&gt;A experi&amp;ecirc;ncia demonstra que nenhum direito laboral est&amp;aacute; definitivamente garantido. Sempre que s&amp;atilde;o abertos precedentes de redu&amp;ccedil;&amp;atilde;o de direitos num setor, aumenta o risco de essas medidas serem alargadas a outros trabalhadores. As medidas hoje dirigidas aos trabalhadores do setor privado poder&amp;atilde;o, amanh&amp;atilde;, servir de justifica&amp;ccedil;&amp;atilde;o para novas restri&amp;ccedil;&amp;otilde;es aos direitos dos trabalhadores da Administra&amp;ccedil;&amp;atilde;o P&amp;uacute;blica, incluindo os profissionais da educa&amp;ccedil;&amp;atilde;o.&lt;/p&gt;
&lt;p&gt;A defesa dos direitos laborais &amp;eacute;, assim, insepar&amp;aacute;vel da defesa da Escola P&amp;uacute;blica e da valoriza&amp;ccedil;&amp;atilde;o da profiss&amp;atilde;o docente. Num momento em que o pa&amp;iacute;s enfrenta uma grave falta de professores, s&amp;atilde;o necess&amp;aacute;rias pol&amp;iacute;ticas que dignifiquem a profiss&amp;atilde;o e reforcem os direitos dos trabalhadores, n&amp;atilde;o medidas que contribuam para a sua fragiliza&amp;ccedil;&amp;atilde;o. O que se tem passado no processo de revis&amp;atilde;o do Estatuto da Carreira Docente torna ainda mais evidente a import&amp;acirc;ncia da defesa dos direitos laborais e da negocia&amp;ccedil;&amp;atilde;o coletiva. N&amp;atilde;o &amp;eacute; poss&amp;iacute;vel construir solu&amp;ccedil;&amp;otilde;es para os problemas da profiss&amp;atilde;o &amp;agrave; custa da redu&amp;ccedil;&amp;atilde;o de direitos, da limita&amp;ccedil;&amp;atilde;o da participa&amp;ccedil;&amp;atilde;o dos trabalhadores ou do enfraquecimento da sua representa&amp;ccedil;&amp;atilde;o coletiva.&lt;/p&gt;
&lt;p&gt;Neste sentido, os educadores e professores apelam &amp;agrave; participa&amp;ccedil;&amp;atilde;o na concentra&amp;ccedil;&amp;atilde;o promovida pelas organiza&amp;ccedil;&amp;otilde;es sindicais, no dia&amp;nbsp;18 de junho, junto&amp;nbsp;&amp;agrave;&amp;nbsp;Assembleia da Rep&amp;uacute;blica, a partir das&amp;nbsp;13h30, como forma de expressar a rejei&amp;ccedil;&amp;atilde;o deste pacote laboral, afirmar a defesa dos direitos dos trabalhadores e exigir pol&amp;iacute;ticas que valorizem o trabalho, os trabalhadores e a profiss&amp;atilde;o docente.&lt;/p&gt;

O per&amp;iacute;odo de submiss&amp;atilde;o das propostas decorre at&amp;eacute; dia 11 de junho (23h59, continentais). E ap&amp;oacute;s a submiss&amp;atilde;o, dever&amp;atilde;o os docentes proceder &amp;agrave; aceita&amp;ccedil;&amp;atilde;o das propostas na mesma aplica&amp;ccedil;&amp;atilde;o, at&amp;eacute; 15 de junho (23h59, continentais).&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Pobres que n&amp;atilde;o t&amp;ecirc;m trabalho, mas recebem dinheiro do Estado (incentivos &amp;agrave; pregui&amp;ccedil;a), e trabalhadores que fazem greve, porque s&amp;oacute; pensam em fins de semana prolongados, deixam as pessoas de bem &amp;agrave; beira de um ataque de nervos. Sejamos honestos, ou se muda este estado de coisas ou&amp;nbsp;&lt;strong&gt;este pa&amp;iacute;s n&amp;atilde;o tem ponta por onde se lhe pegue. &amp;Eacute; um horror!&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Esteve bem o chefe de governo ao perguntar &amp;agrave; oposi&amp;ccedil;&amp;atilde;o se &amp;ldquo;quer ou n&amp;atilde;o moralizar&amp;rdquo; os apoios sociais, doravante designados&amp;nbsp;&lt;a href="https://expresso.pt/politica/2026-06-04-governo-deixa-valor-da-nova-prestacao-social-em-aberto-632c71e8?utm_source=expresso&amp;amp;utm_medium=root&amp;amp;utm_campaign=WEB&amp;amp;utm_content=/politica/2026-06-04-governo-deixa-valor-da-nova-prestacao-social-em-aberto-632c71e8"&gt;PSU&lt;/a&gt;. Muito bem, mesmo. Montenegro precisou de lembrar aos mais distra&amp;iacute;dos que ou h&amp;aacute; moralidade ou comem todos. &amp;Eacute; que o dinheiro n&amp;atilde;o chega para tudo e &amp;mdash; mero exemplo &amp;mdash; os pobres dos senhorios, que colocam casas no mercado com rendas moderadas de 2300 euros,&amp;nbsp;&lt;strong&gt;tamb&amp;eacute;m t&amp;ecirc;m direito de ir ao pote,&amp;nbsp;pagando metade do que paga em IRS um trabalhador com ordenado igual.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Dar tudo aos&amp;nbsp;&lt;strong&gt;pobres&lt;/strong&gt;&amp;nbsp;n&amp;atilde;o faz sentido, at&amp;eacute; porque, como eles n&amp;atilde;o trabalham e se dedicam ao &amp;oacute;cio,&amp;nbsp;&lt;strong&gt;acabam por gastar o dinheiro mal gasto no gal&amp;atilde;o e no croissant.&amp;nbsp;&lt;/strong&gt;Esteve bem, uma vez mais, o nosso governo ao castigar os malandros dos pobres e a p&amp;ocirc;r toda a fam&amp;iacute;lia benefici&amp;aacute;ria a fazer trabalho social &amp;ldquo;volunt&amp;aacute;rio&amp;rdquo;. Estejam descansados os novos trabalhadores sociais, porque&amp;nbsp;&lt;strong&gt;o trabalho n&amp;atilde;o pago inclui transporte e alimenta&amp;ccedil;&amp;atilde;o gr&amp;aacute;tis, como acontecia nas fazendas da Louisiana do s&amp;eacute;culo XVIII.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Abro aqui um par&amp;ecirc;ntesis para fazer uma sugest&amp;atilde;o &amp;agrave; ministra da Seguran&amp;ccedil;a Social: imaginando que os malandros v&amp;atilde;o fazer trabalhos que outras pessoas j&amp;aacute; fazem com direito ao ordenado m&amp;iacute;nimo (varrer as ruas, limpar matas, carregar tijolo),&amp;nbsp;&lt;strong&gt;para evitar que os do ordenado m&amp;iacute;nimo fiquem com a sua vida estragada e apontados como sendo benefici&amp;aacute;rios da PSU, &amp;eacute; melhor fornecer um colete laranja&lt;/strong&gt;&amp;nbsp;(at&amp;eacute; pode levar setinhas desenhadas) para que toda a gente saiba quem s&amp;atilde;o os malandros do subs&amp;iacute;dio e, dessa forma, distingui-los dos outros pobres que trabalham de sol a sol.&lt;/p&gt;
&lt;p&gt;&lt;span style="color: #800000;"&gt;&lt;strong&gt;Grevistas em f&amp;eacute;rias&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;A necessitar igualmente de uma dose extra de moralidade est&amp;aacute; o direito &amp;agrave; greve.&amp;nbsp;&lt;strong&gt;&amp;Eacute; um horror que os esquerdalhos possam fazer gazeta s&amp;oacute; para complicar a vida &amp;agrave;s pessoas de direita.&lt;/strong&gt;&amp;nbsp;A greve nos transportes s&amp;oacute; &amp;eacute; chata porque complica a chegada dos trabalhadores de limpeza &amp;agrave; grande cidade, mas as greves na escola p&amp;uacute;blica nos bairros VIP de Lisboa e Porto deviam ser proibidas, como s&amp;atilde;o na Am&amp;eacute;rica.&lt;/p&gt;
&lt;p&gt;Bem pensado,&amp;nbsp;&lt;strong&gt;a futura lei da greve devia permitir que todos os trabalhadores fizessem greve ao sal&amp;aacute;rio, mas n&amp;atilde;o ao trabalho&lt;/strong&gt;. Por exemplo, como o p&amp;atilde;o &amp;eacute; um produto essencial na alimenta&amp;ccedil;&amp;atilde;o da Humanidade, os padeiros podiam n&amp;atilde;o receber o dia, mas ficavam obrigados a fazer o p&amp;atilde;o. No caso dos transportes, j&amp;aacute; n&amp;atilde;o vale a pena fazer grandes altera&amp;ccedil;&amp;otilde;es na lei da greve, porque falta pouco para estar tudo automatizado e os grevistas ficarem sem direito &amp;agrave; gazeta.&lt;/p&gt;
&lt;p&gt;Repare neste exemplo que foi dado &amp;agrave; estampa por um colaborador (trabalhador por conta pr&amp;oacute;pria) que topou o que os malandros dos grevistas pretendem com as suas gazetas colectivas. Corajosamente, o colunista trouxe para a pra&amp;ccedil;a p&amp;uacute;blica o trauma da sua filha mais nova que &amp;mdash; com a greve geral de quarta, o feriado de quinta, a greve sectorial de sexta, mais o s&amp;aacute;bado e o domingo &amp;mdash; esteve cinco dias sem aulas. O pior, notou o colunista de direita, &amp;eacute; que &amp;ldquo;a maior parte&amp;rdquo; dos colegas da filha aproveitou para &amp;ldquo;viajar com os pais&amp;rdquo;. Ora, como&amp;nbsp;&lt;strong&gt;os malandros que podem viajar naqueles dias s&amp;atilde;o os que fazem greve para ter &amp;ldquo;cinco dias de f&amp;eacute;rias&amp;rdquo;, presume-se que os pais dos colegas da filha trabalham todos da escola p&amp;uacute;blica e s&amp;atilde;o ricos&lt;/strong&gt;&amp;nbsp;&amp;mdash; podem n&amp;atilde;o receber dois dias de jorna e, ainda assim, ir de f&amp;eacute;rias.&lt;/p&gt;
&lt;p&gt;&lt;span style="color: #800000;"&gt;&lt;strong&gt;&amp;Agrave; direita, marchar&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Agora, finalmente livres do socialismo, da social-democracia e de todos os esquerdimos que os acompanharam nestes miser&amp;aacute;veis 50 anos de corruptocracia, e j&amp;aacute; depois de derrotado o wokismo da &amp;uacute;ltima d&amp;eacute;cada,&amp;nbsp;&lt;strong&gt;o pa&amp;iacute;s est&amp;aacute; a livrar-se de todos os horrores que nos atrasaram por d&amp;eacute;cadas.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Com uma maioria superior a dois ter&amp;ccedil;os dos deputados, a caminho de uma revis&amp;atilde;o constitucional para nos transformarmos num pa&amp;iacute;s do s&amp;eacute;culo XXI, j&amp;aacute; com as portas fechadas aos estrangeiros e a nacionalidade barrada a quem n&amp;atilde;o for lusitano dos sete costados, o pa&amp;iacute;s aproxima-se da riqueza americana com a prote&amp;ccedil;&amp;atilde;o social dos n&amp;oacute;rdicos, mas em PSU.&amp;nbsp;&lt;strong&gt;Cem anos depois de derrotar a Primeira Rep&amp;uacute;blica, estamos a fazer de Portugal grande outra vez!&lt;/strong&gt;&lt;/p&gt;

Sempre que houver d&amp;uacute;vidas quanto &amp;agrave; legalidade ou &amp;agrave; razoabilidade do servi&amp;ccedil;o atribu&amp;iacute;do (por exemplo, hor&amp;aacute;rio e gest&amp;atilde;o do mesmo), o docente deve solicitar aconselhamento sindical, que poder&amp;aacute; implicar orienta&amp;ccedil;&amp;atilde;o jur&amp;iacute;dica, protegendo o docente. &lt;p&gt;&lt;strong&gt;&lt;em&gt;21 de maio fica marcado como o dia em que o Tribunal Internacional de Justi&amp;ccedil;a (TIJ) confirmou que o direito &amp;agrave; greve est&amp;aacute; protegido pela Conven&amp;ccedil;&amp;atilde;o n.&amp;ordm; 87 OIT (Organiza&amp;ccedil;&amp;atilde;o Internacional de Trabalho). Este parecer vem ao encontro do que os Sindicatos h&amp;aacute; muito defendem: a liberdade de associa&amp;ccedil;&amp;atilde;o n&amp;atilde;o tem sentido sem o poder de agir coletivamente, sem o direito &amp;agrave; greve.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Para a Internacional da Educa&amp;ccedil;&amp;atilde;o (IE), o direito &amp;agrave; greve n&amp;atilde;o &amp;eacute; apenas um princ&amp;iacute;pio &amp;mdash; &amp;eacute; uma ferramenta para defender a educa&amp;ccedil;&amp;atilde;o p&amp;uacute;blica e a justi&amp;ccedil;a social em todo o mundo. Na&amp;nbsp;&lt;span style="text-decoration: underline;"&gt;&lt;a href="https://www.ei-ie.org/en/item/32535:a-historic-victory-for-workers-and-for-education-unions-worldwide"&gt;nota publicada no site da IE,&lt;/a&gt;&lt;/span&gt;&amp;nbsp;l&amp;ecirc;-se que o reconhecimento do TIJ &amp;ldquo;uma vit&amp;oacute;ria hist&amp;oacute;rica para os trabalhadores &amp;mdash; e para os sindicatos da educa&amp;ccedil;&amp;atilde;o em todo o mundo&amp;rdquo;, j&amp;aacute; que&amp;nbsp;&amp;ldquo;a capacidade de empreender a&amp;ccedil;&amp;atilde;o coletiva &amp;eacute; essencial para proteger a qualidade da educa&amp;ccedil;&amp;atilde;o p&amp;uacute;blica, boas condi&amp;ccedil;&amp;otilde;es de trabalho e a dignidade da profiss&amp;atilde;o. Esta decis&amp;atilde;o valida os argumentos jur&amp;iacute;dicos, mas tamb&amp;eacute;m as lutas di&amp;aacute;rias dos educadores que se organizam, mobilizam e, quando necess&amp;aacute;rio, fazem greve para defender os interesses dos seus alunos, da sua profiss&amp;atilde;o e das comunidades que servem&amp;rdquo;. O parecer foi pedido pela OIT, devido a &amp;ldquo;desacordos graves e persistentes no seio da composi&amp;ccedil;&amp;atilde;o tripartida da OIT quanto &amp;agrave; interpreta&amp;ccedil;&amp;atilde;o da [Conven&amp;ccedil;&amp;atilde;o] no que diz respeito ao direito &amp;agrave; greve&amp;rdquo;. Agora, cabe aos governos respeitar e implementar a decis&amp;atilde;o, eliminando restri&amp;ccedil;&amp;otilde;es abusivas ao direito &amp;agrave; greve.&lt;/p&gt;
&lt;p&gt;Em Portugal, esta decis&amp;atilde;o assume grande relev&amp;acirc;ncia, porque s&amp;atilde;o frequentes as den&amp;uacute;ncias sindicais de abusos no decretamento de servi&amp;ccedil;os m&amp;iacute;nimos e o projeto de revis&amp;atilde;o da lei laboral apresentado pelo governo apresenta como uma das traves mestras maiores limita&amp;ccedil;&amp;otilde;es ao direito &amp;agrave; greve. Neste contexto, o parecer do TIJ d&amp;aacute; raz&amp;otilde;es acrescidas aos trabalhadores portugueses e aos Sindicatos para recusar o pacote laboral e para aderir massivamente &amp;agrave; greve geral de 3 de junho.&lt;/p&gt;
